1. Strengthening the development and production infrastructure of semiconductors is a national priority, and the urgent revitalization of Japan's semiconductor industry, which has seen a decline in its international prominence, is a critical national endeavor. Semiconductors, often referred to as the "lifeblood of industries," find broad applications from consumer to military sectors. In the midst of the technological supremacy competition between the United States and China, the stable procurement of semiconductors is deemed a "strategic resource" directly tied to economic security. As various countries and regions take robust policy measures to enhance the competitiveness of their semiconductor industries, Japan cannot deny its lagging position. The commitment of government, industry, and the public is now being questioned.


Semiconductors are undeniably a critical foundational technology. They serve as a pivotal point for all industries, and recognizing that mastery of semiconductors equates to mastery of the world, it is imperative to establish a national policy aimed at strengthening the domestic manufacturing base of semiconductors through unparalleled support.


Japan boasts the highest number of semiconductor factories in the world, yet many of them are engaged in non-cutting-edge products and face challenges such as aging infrastructure. Competitiveness in technology development has also seen a decline. Currently, we rely on imports for advanced semiconductors.


2. The main reasons for Japan's decline in semiconductor industry can be attributed to the following three factors:


a. The growth of the semiconductor industry was hampered by events like the Japan-U.S. trade frictions in the 1980s.


b. Japan failed to grasp the global trends in the semiconductor industry.


c. During the prolonged economic downturn following the burst of the bubble economy, domestic companies were unable to undertake bold investments. In contrast, countries like South Korea, Taiwan, and China pursued national strategies to nurture the semiconductor industry, which Japan fell behind on.


3. Against the backdrop of U.S.-China tensions and the ongoing global semiconductor shortage, there has been a series of moves by major countries and regions to enhance the competitiveness of their semiconductor industries.


President Biden has expressed support for legislation, which includes a $520 billion investment in the semiconductor industry. In March, the European Union (EU) Commission announced plans to increase the global market share of cutting-edge semiconductors produced within the EU from the current level of around 10% to at least 20% by 2030.


On May 13th, the South Korean government unveiled its "K-Semiconductor Strategy" aimed at strengthening the competitiveness of the semiconductor industry. The goal is to establish the world's top semiconductor supply chain by 2030. President Moon Jae-in stated, "We will definitely achieve the objective of becoming a comprehensive semiconductor powerhouse."


4. In contrast to these developments, the Japanese government has made a misguided decision by successfully attracting Taiwan Semiconductor Manufacturing Company (TSMC) to establish a research and development center in Tsukuba City, Ibaraki Prefecture. In May, TSMC announced plans to invest approximately 19 billion yen in collaboration with over 20 Japanese companies for the research and development of advanced semiconductor manufacturing technologies. This strategy can be seen as a 'foolish reliance on external assistance,' as outlined in the Ministry of Economy, Trade and Industry's recent strategy. It involves establishing joint factories with overseas contract manufacturing companies, aiming to secure a manufacturing base domestically, but it represents a fundamentally misguided approach.


5. From the perspective of economic security, it is inevitable that international competition to secure semiconductor manufacturing infrastructure within one's own country or region will intensify. Japan should not be left behind in this era of shifting dynamics. Entrusting the fate of the nation to foreign semiconductor companies, especially those specializing in mass-produced memory semiconductors, is an exceedingly foolish choice and falls far short of being a national strategy. The policies pursued by the ruling party, the Liberal Democratic Party, in this regard are a far cry from what should constitute a national strategy and can be characterized as an unwise decision made by those who fail to understand the gravity of the situation.


6. The 6th-generation computing super LSI technologies, including bio-computer semiconductors, Brain Machine Interface (BMI) semiconductors, Brain Computer Interface (BCI) semiconductors, Brain Computing semiconductors, and Brain Implant semiconductors, which are being developed under the leadership of Professor Kazuto Kamuro at the California Institute of Technology (CALTECH) and the Artificial Evolution Research Institute (AERI) in Pasadena, California (https://www.aeri-japan.com/), are positioned as next-generation semiconductors that support both economic security and national industrial policy.
