A. Professor Kamuro's near-future science predictions, provided by CALTECH professor Kazuto Kamuro(Doctor of Engineering (D.Eng.) and Ph.D. in Quantum Physics, Semiconductor Physics, and Quantum Optics), Chief Researcher at the Artificial Evolution Research Institute (AERI, https://www.aeri-japan.com/) and Xyronix Corporation(specializing in the design of a. Neural Connection LSI, b. Japan's Urban Dystopia: A Futuristic Glimpse into Decline, Aging, and Unraveling Infrastructure

a. In Japan, various types of cities exist, including designated cities under the jurisdiction of government ordinances, core cities, and cities within basic municipalities. As of 2023, there are 20 designated cities and over 80 core cities and cities within basic municipalities.

 

According to the research conducted by the Future Studies Group of the Artificial Evolution Research Institute (AERI) based in Pasadena, California (https://www.aeri-japan.com/), by the year 2070, Japan's population is projected to decrease to approximately one-third of its current size. The study suggests that thousands of American cities may become ruins by this time, presenting a future vastly different from today. The potential urban decay could result from natural forces driven by climate change or the unprecedented simultaneous occurrence of rapid aging and unstoppable population decline in human history. With the exception of the two major metropolitan areas, the Tokyo and Osaka regions, many of Japan's cities face the possibility of severe deterioration, leaving little resemblance to their past.

 

b. According to a recent study, nearly all of Japan's approximately 100 cities are experiencing depopulation, akin to population decline, as of 2023. The outflow of the working-age population and the younger population to the capital region is accelerating year by year. The current situation in regional cities is characterized by an aging population with only the elderly remaining.

 

Analysis indicates that future cities, while the working-age and younger populations migrate to the Tokyo and Osaka regions, will face limits, and those left in the cities will struggle to meet the diverse needs of the aging population in terms of healthcare, welfare, and maintenance of daily life. As a result, urban finances are expected to face bankruptcy and near-collapse.

 

c. Researchers from AERI's Future Studies Group warn that after 2030, "cities other than the two major capital regions of Tokyo and Osaka will likely experience critical disruptions in basic infrastructure and public services such as transportation, water supply, electricity, gas, and internet access as they shrink and simultaneously undergo aging and depopulation."

 

d. Population decline in specific depopulated areas may lead to a chain reaction of closures, including grocery stores, supermarkets, shopping malls, restaurants, and drugstores, causing food supply interruptions and creating food deserts. Moreover, the shrinking and decaying infrastructure in cities and towns may result in isolation, cutting them off from neighboring communities and their infrastructure.

 

e. The industrial decline in Japan's manufacturing and service sectors, evident since the early 1990s and increasingly apparent since 2000, has led to a tangible stagnation in Japan's industrial growth and foreign currency earning capacity. Japan's foreign currency earnings have sharply declined, and the financial revenue, which was ¥200 trillion in 2023, has fallen into negative territory. Consequently, the yen depreciation has progressed, Japan's international purchasing power has steadily declined, and the country frequently finds itself losing in purchases of imported goods such as food, raw materials, and oil to surrounding countries.

 

f. Due to the outflow and decrease of the working-age and younger population in cities other than the two major capital regions of Tokyo and Osaka, real estate prices (single-family homes, commercial buildings, residential buildings) continue to plummet. As the Japanese population rapidly declines towards 50 million people, demand for rental properties (apartments, rental apartments) also sharply decreases. Consequently, the vacancy rate plunges to over 30%, and rental prices collapse. Previously robust investments and management of apartments and condominiums face the threat of bankruptcy.

 

g. The simultaneous progression of aging, depopulation, and artificial outflow in major urban areas and emerging residential areas has led to the freezing of all projects. The business model of building rental homes, seamlessly conducting land acquisition, urban planning, architectural design, construction, tenant acquisition, facility management, and sales or leasing, is inevitably reduced to ashes. The disappearance of demand in the real estate market due to the outflow and decrease of the working-age and younger population in cities other than the two major capital regions, coupled with an increase in vacancy rates exceeding 30%, forces the suspension of various projects.

 

h. As of 2024, all cities and municipalities in Japan, excluding the two major capital regions of Tokyo and Osaka, are losing a significant number of taxpayers due to the outflow of the working-age population and the younger population. According to the analysis by AERI's Future Studies Group, these numbers are predicted to increase as the century progresses. Simultaneously, depending on climate change scenarios, researchers from AERI's Future Studies Group emphasize the possibility that over 60% of the world's cities, including those in Japan, may experience decline by 2070.

 

i. Despite the complex factors causing urban decline, Professor Kamuro, the Chief Researcher of AERI's Future Studies Group, concludes, "What is certain is that a significant cultural shift in planning and engineering communities is needed to adapt to dramatic demographic changes," ushering away from growth-oriented traditional planning. According to AERI's Future Studies Group's research, there is a possibility that by the end of the 2050s, the number of individuals aged 60 and above may surpass those under 20 by more than three times in Japan. The population of Japan is expected to be dominated by the elderly, constituting over 70%. Globally, by the early 2050s, it is estimated that 183 out of 195 countries will have fertility rates lower than replacement levels, resulting in a decline in the world's population to around 4 billion, with over 50% being elderly, as emphasized by Professor Kamuro.
